As Parcerias Tecnológicas do SUS para além das Parcerias para o Desenvolvimento Produtivo (PDP): Programa de Desenvolvimento e Inovação Local (PDIL)

This article examines Ordinance GM/MS No. 4.473/2024, which establishes the Local Development and Innovation Program (PDIL), contextualizing it within the regulatory history of the Brazilian Unified Health System (SUS) Technological Partnerships, especially in comparison with the Productive Development Partnerships (PDPs) governed by Ordinance GM/MS No. 4.472/2024. Through comparative analysis, the article explores PDIL's conceptual and procedural innovations, the expansion of partnership modalities, legal instruments, and the new regime of counterparts to the SUS. It is argued that PDIL represents progress in Brazil's health industrial policy by incorporating greater institutional flexibility, technological adaptability, and recognition of atypical partnerships, while maintaining its commitment to strengthening the Health Economic-Industrial Complex (CEIS) and reducing the SUS's vulnerability.
