EFFORTS TO SECURITIZE FTF ISSUES AT THE MINISTERIAL AND INSTITUTIONAL LEVEL BY BNPT 2016-2020 AS AN EFFORT TO MINIMIZE THE RISK OF TERROR ATTACK IN INDONESIA

This research examines the strategic efforts of the National Counterterrorism Agency (BNPT) to securitize the issue of Foreign Terrorist Fighters (FTFs) in Indonesia between 2014 and 2020. The primary objective is to evaluate how the state frames these individuals as an existential threat to justify extraordinary risk management strategies aimed at reducing the potential for domestic terror attacks. Using a qualitative approach based on official document analysis and expert interviews, the study finds that BNPT successfully shifted the FTF problem from a routine legal concern into the security domain through performative "speech acts". The findings reveal that this securitization process supports a strategy of Situational Crime Prevention (SCP), which focuses on physically manipulating the national border to block the return of militants. By treating entry points as proactive shields and implementing travel disruption plans, the state removes the situational opportunity for individuals with battlefield experience to execute domestic attacks. Furthermore, the research highlights that this approach functions as a specialized form of Community Crime Prevention, led by a professional "security community" consisting of law enforcement and intelligence agencies such as Polri, BIN, and the TNI. By synchronizing data through Electronic ID Cards (E-KTP) and fostering high-level inter-agency coordination via the FTF Task Force, the state creates a unified framework to manage future uncertainties. This comprehensive risk management strategy ensures that intelligence data and threat assessments are integrated to identify and neutralize risks at the frontier. Ultimately, the study concludes that these multi-layered preventive measures prioritize national stability and public safety by ensuring that the primary source of the terror threat remains outside of Indonesian territory.
