Blockchain e a Perspectiva Tecnológica para a Administração Pública: Uma Revisão Sistemática

RESUMO Objetivo a revisão sistemática desenvolvida neste artigo teve como objetivo apresentar as potenciais aplicações e consequências do uso da Blockchain para a administração pública. Método a partir da busca de artigos nas bases Scopus, Web of Science, SSRN e Science Direct, e seguindo o método PRISMA, foram selecionados 16 artigos que continham as temáticas: Blockchain, participação governamental direta ou como principal regulamentador, política pública. Resultados as principais aplicações encontradas foram referentes a: processamento de dados e segurança de dados públicos, novas propostas de regulamentação estatal e de organização institucional. Quanto aos impactos, destacam-se a melhoria na gestão dos dados, diminuição da burocracia e necessidade de afinar a relação entre Estado, sociedade e mercado. Conclusão a Blockchain apresenta-se como uma tecnologia capaz de renovar os processos de gestão, mas criando novos desafios à administração pública. Classificação JEL: O14, H83, L86.

Gênese, Impacto e Identidade da Revista de Administração Contemporânea

RESUMO Contexto: como as pessoas e as organizações, os periódicos também apresentam uma identidade. Assim, pensar na identidade de um periódico científico remete, em primeiro lugar, a compreender como sua trajetória moldou suas preferências acerca do que seus membros entendem sobre ciência e academia. Em segundo lugar, remete a como ele se projeta na comunidade científica, tanto em termos de regras de julgamento sobre o que é considerado válido como pesquisa quanto da intensidade e do modo como ele impacta o conhecimento científico e a realidade social. Objetivo: diante desse contexto, buscamos, neste artigo, recuperar elementos distintivos da Revista de Administração Contemporânea (RAC) em sua gênese, ressaltando como tal período deixou uma impressão duradoura em sua identidade. Método: utilizamos textos históricos e depoimentos para embasar nossos argumentos, triangulando o material qualitativo com padrões de citação, de referência e de escrita científica para evidenciar a identidade e o impacto da RAC. Resultados: as análises apontam que a RAC, desde sua gênese, diferenciou-se pelo rigor teórico, metodológico e empírico. Isso refletiu, ao longo do tempo, em seu impacto e centralidade na comunidade acadêmica. Conclusão: defendemos que a eficácia na construção da identidade da RAC a levou a ser o periódico mais influente da área de administração.

The Impossibility of Open Science without Otherness and Epistemic Plurality

ABSTRACT My objective in this text is to present a counterpoint to the positivist bias that has dominated the debate on open science and eventually highlight some problems and provide a more plural and inclusive perspective on the subject. I reflect on three key points that have pervaded the debate on open science, namely: (a) open access to the knowledge produced, (b) transparency in research processes, and (c) replication and reproducibility of previous research. My focus is on highlighting the need for a plural and inclusive view of science, one which is grounded on otherness assumptions.

Nudge Policies in COVID-19 Context: A Necessary Action or Ethical Dilemma?

ABSTRACT Objective: the aim of this study is to discuss nudges in the SARS-CoV-2 pandemic context, bringing back some reflections on ethics and revising them in the light of the new setting imposed by the pandemic. Theoretical approach: the theoretical framework of Behavioral Economics was the basis for nudges’ analysis, while utilitarianism, deontology, and virtue ethics were the classic moral theories used to reflect on ethical aspects. Methods: we undertook a literature review about nudges searched through the latest studies about this subject applied to COVID-19 mitigation. In the ethical discussion section, we used classical references to articulate the nudge theory with the following moral theories: utilitarianism, deontology, and virtue ethics. Results: our findings indicate that the trend intervention during the pandemic is ‘nudging messages’ and ‘increase people’s commitment,’ mainly to nudge people toward the desired behavior and increase policy adherence. Many experiments did not show significant results, and some drawbacks in policies’ applications indicate that nudges might be revised in crisis scenarios, such as a pandemic outbreak. The ethical discussion section relates three moral theories that justify some of the nudge’s aspects. Conclusions: this paper showed some flaws and inconsistencies in nudge theory and its application during the pandemic that can be solved by discussing ethical aspects. We suggest that connecting these problems with moral views might be a solution for some deadlocks found in the nudge theory.
